Slovenia's 2012 Law on Gambling legally allows most forms of gambling in the country, but many activities can only be offered by a single operator, i.e. a monopoly. The current situation is deemed illegal by the EU as no formal licensing system allows foreign operators to obtain a licence and offer their services to Slovenians.

Casino Games

Land-based casino gambling is legal in Slovenia and has been since 1991. Operators are required to hold a licence issued by the country's Financial Administration. There is a limit to the number of licences that can be issued: a maximum of 15 for casinos and a maximum of 45 for slot halls.

Online casino gambling is also legal in Slovenia and has been since 2016. However, the activity is under the monopoly control of Casino Portorož, the country's oldest casino operator. Since private companies have no formal licensing system, Slovenians cannot be prosecuted for playing online casino slots and other games at unlicensed sites. However, many of these are blocked by the country's internet service providers.

Poker

Poker gambling is legal in Slovenia, which has been the case since 1991. However, since the game isn't played much in the country, there aren't any poker clubs, and no specific licence is available. Instead, the game is offered at existing casino venues, either as a few tables or a separate poker room.

Online poker, on the other hand, isn't regulated in Slovenia. Players can still access and play poker games at the few online poker sites that haven't been blocked, without the fear of prosecution.

Bingo

Bingo gambling was legal before Slovenia's independence from Yugoslavia, maintaining its legal status when the country broke away in 1991. Since bingo games are classed as lottery-type games in Slovenia, they can only be offered by monopoly company Loterija Slovenije or its subsidiary, Sportna Loterija. Most proceeds of gambling activities offered by the company go to charitable causes. Online bingo gambling is also legal in Slovenia, but again, it comes under the monopoly of the country's lottery company.

Lotteries

Gambling on lottery games has been legal in Slovenia since 1991, with monopoly company Loterija Slovenije the only entity permitted to offer such gambling opportunities. Slovenians can buy tickets for various games via the company's retail outlets.

Residents of Slovenia can also legally play online lottery games for real money via the Loterija Slovenije website, including instant win games and scratch cards. No other online lottery game providers can offer their services to Slovenians.

The current gambling legislation in Slovenia does not mention social casinos, lootboxes or skins gambling, with such activities as yet unregulated in the country.

Similarly, since the Ministry of Finance in Slovenia doesn't recognize cryptocurrencies like Bitcoin as a form of currency, the country has no regulation of crypto gambling. Tax Regulation

Slovenia gambling tax regulation applies 3 different taxes on gambling operators: a general gambling tax of anything between 5% and 18% of gross gambling revenue depending on the activity offered, a licence fee ranging from 5% to 45% of gross gambling revenue, again depending on games offered, and a 15% tax on gambling winnings over €300. This is on top of the country's corporation tax of 19%, although there is no VAT charged. Since taxes are deducted at the source, players do not need to pay tax on their winnings.

Gambling in modern-day Slovenia dates back to 1913 and the opening of Casino Portorož, which is still in operation today in Slovenia. Gambling was legalized in 1965, when Slovenia was part of Yugoslavia, to makes after the war, although casinos were not officially legal.
