Albania's gambling laws present an interesting mixed situation regarding certain activities in the country. While many of the most commonly legalized gambling activities are illegal there, others are under monopoly control or restricted to certain areas. The main legislation on gambling in Albania is dictated by federal law 155/2015, with the updated amendment 75/2018 offering further specificity. Most forms of gambling are illegal in Albania under these laws, but there are a few exceptions.

Casino Games

Land-based casinos have been legal in Albania since 1992, with operators required to obtain a licence to offer their services. Casinos are only allowed to be based within the special casino zone of Tirana or in 5-star hotels or resort areas outside of city limits. There are currently three licensed land-based casinos in Albania. Slot halls are not permitted anywhere in the country.

Online casino gaming is illegal in Albania and has been since January 2019. That includes online casino slots, table games and online live casino games. The government prohibits online casino gambling operations based within the country. It works hard to prevent residents from being able to access offshore online casinos via site blocking. However, with no punishment for players, many still have little trouble accessing these sites.

Poker

Poker is illegal in Albania and has been since 2019, except for the games offered at licensed land-based casinos. Poker has never been particularly popular in the country, with players preferring the appeal of the many slot halls that once operated within its borders. Some people still play poker games for real money with family and friends, even though it's illegal, but there's little to no enforcement of these laws.

Online poker is also illegal in Albania, with no online poker brands currently permitted to operate in the country. That doesn't stop many Albanians from registering and playing at the numerous international casinos and well-known foreign poker sites that are available online. The government again tries to prevent this through site blocking but is largely unsuccessful.

Bingo

Bingo is one of the few forms of land-based gambling that remains largely legal. Since 1992, operators can offer land-based bingo gaming by obtaining a licence. However, in 2019, playing bingo at bingo halls was made illegal. Albanians can play bingo now through TeleBingo, which airs via the country's television network.

Conversely, online bingo is illegal in Albania, which has been the case since 2019. None of the country's domestic bingo operators run online bingo sites, and foreign bingo casinos online are illegal. While players are discouraged from doing so, they can still quite easily access online bingo games at these various online sites which operate outside Albania's borders.

Lotteries

The most common form of gambling in Albania is the lottery, with lottery gambling legal in the country since 1991. However, the lottery in Albania is a monopoly controlled by Novomatic's Lotaria Kombёtare. Players can purchase lottery tickets, scratchcards and keno games through the operator's locations.

Online lottery gaming is also legal in Albania, but only on a monopoly basis. That said, Novomatic doesn't offer online lottery games for real money. Instead, Albanians tend to play the more attractive lottery games offered via numerous online lottery sites based outside of the country, with little to no recourse for those players who are caught doing so.

Before 2019, sports betting was quite a popular pastime in Albania, particularly regarding football betting. However, changes to the law in early 2019 shut down the entire sports betting industry in the country. There are currently no sports betting shops or bookmakers anywhere in Albania.

Similarly, online sports betting is also illegal in Albania. Many people still easily access sports betting opportunities via the many available online sports betting sites accepting Albanian members. Again, the Albanian government does not prosecute players for betting on sports via these sites.

Regarding the legal gambling age in Albania, there are two different limits to be aware of. Firstly, only those aged 21 and over are legally permitted to enter casinos in the country. Secondly, any other form of legal gambling in the country is accessible to those aged 18 and over.

Tax Regulation

Albania's gambling tax regulation imposes a 15% tax on the gross revenue of all licensed operators within the country. This is in addition to licensing fees and a 3% annual tax on turnover.

For players, gambling winnings derived from Albania-based licensed operators are taxed as personal income. Income tax for individuals depends on monthly income, with up to 30,000 Albanian lek tax-free, 13% charged on anything between 30,000 and 150,000 Albanian lek and 23% charged on anything above 150,000 Albanian lek.

Gambling was illegal in Albania during the communist era. Still, due to increasing popularity, it was legalized again in 1991, despite Islam, which forbids gambling in all its forms, being the dominant religion in the country. Gambling remained legal until the beginning of 2019 when Albania's gambling law 75/2018 deemed most forms illegal in the country.

Once the law was in place, the gambling industry was decimated, with more than 4,000 venues shutting up shop, resulting in a massive drop in tax revenue of around $51 million. To soften this blow, Albania's president, Edi Rama, allowed the creation of a special casino zone in the country's capital, Tirana. There are currently three casinos operating within this zone.
