Lithuania's gambling laws are quite permissive in that most forms of gambling are legal in the country, with operators required to obtain a licence to offer their services to residents. The first gambling activity to be legalized in the country was the lottery, with the rest only following some ten years later. Read on to learn more about Lithuania's gambling regulations.

The 2001 Gaming Law in Lithuania made all forms of gambling in the country legal, except lottery gambling, which was legalized in 1992. An amendment to the law was implemented in 2016, legalizing online gambling. Lithuania's gambling forms are subject to the country's licensing laws, with licences issued by the Gaming Control Authority.

Let's look at Lithuania's gambling regulation by each activity in turn.

Casino Games

Casino gambling has been legal in Lithuania since 2001. Most gambling venues in the country are slot halls, which can either be dedicated halls for a range of slot machines or pubs with just a few such machines, but there are over 100 of these machine halls across Lithuania. There are also 17 casinos, most of which are attached to hotels and are located within the country's capital city, Vilnius. Operators are required to obtain a licence from the Gaming Control Authority.

Online casino gambling is also legal in Lithuania and has been since 2016. Initially, those wishing to operate an online gambling site had to either be or partner with an existing licensed land-based venue in the country. However, this rule was relaxed in 2021, allowing online-only sites to obtain a license in their own right. That said, few licensed online casinos serve the Lithuanian population due to its relatively small size.

Those operating without a licence are blocked in the country by ISPs. Still, residents are not actively prosecuted for playing online casino slots and other games at such sites as the government focuses instead on the operators.

Poker

In a similar situation to casino gambling in the country, poker gambling is also legal in Lithuania, with offline games legal since 2001 and online poker gambling legal since 2016. There isn't much demand for poker games in the country, with only a few of the larger licensed casinos offering poker tables within their establishments.

Those wishing to play online poker games don't have much choice regarding licensed online poker sites. Although the activity is legal, the market is so small that operators tend not to bother applying for a license as they don't think it's worth it.

Bingo

Offline bingo has been legal in Lithuania since 2001, but, like poker, the game isn't very popular in the country. There are very few, if any, standalone bingo halls, with the occasional game running at some of the larger casinos under licence.

Similarly, online bingo gambling is legal in Lithuania. It has been since 2016, but again, the game isn't very popular, and no licensed sites currently offer it to residents. There aren't even many foreign bingo sites that accept players from Lithuania.

Lotteries

Lotteries have been legal in Lithuania since 1992, with the national lottery being the first form of gambling legalized in the country. The 2003 Law on Lotteries only permits Olifeja to run the country's national lottery, making it a monopoly. The company, which the country's National Olympics Committee owns, Perlas, also offers various other games, such as scratch cards and keno, plus sports betting at their numerous retail locations.

Online lottery gambling is also legal in Lithuania, but again, it is a monopoly situation. Those wishing to play online lottery games for real money can do so via the national lottery website.

Regarding cryptocurrencies, Lithuania's law recognizes that virtual coins are a unit of value, but they are not regarded as legal tender in the country. Residents in Lithuania wishing to play casino games with cryptocurrencies can do so at the various crypto casinos that accept members from the country.

Betting on sports via local retailers and bookmakers has been legal in Lithuania since 2001, with operators required to hold a licence. Although the country's lottery company, Olifeja, offers various sports betting opportunities, other companies can apply for a licence to do so, too.

Along with other types of online gambling in the country, online sports betting is also legal in Lithuania and has been since 2016. Fantasy sports betting and virtual sports betting are not specifically mentioned in Lithuania's gambling legislation.

Tax Regulation

Lithuania's gambling tax regulation is set by the country's Lottery and Gambling Tax law, which dictates that operators pay based on their services. For example, the country's national lottery pays a 5% tax on ticket value, while bingo and sports betting operators pay an 18% tax on net profits.

Operators of gambling machines pay a monthly fixed fee between €130 and €260, while those running tables pay €2,300 per month. Online gambling operators must pay a 13% tax on net profits, which is relatively low compared to other European jurisdictions. For players, winnings are counted as income and taxed accordingly.

Lithuania was occupied by the Soviet Union in 1940, which resulted in all forms of gambling being deemed illegal. However, it was the first country to regain its independence in 1990, and shortly after that, in 1992, Lithuania's national lottery was launched, making it the first legal gambling activity in the country. The lottery remained the only legal form of gambling for almost ten years until the 2001 Gaming Law was enacted, making just about all forms of gambling legal under license.

The Gaming Law was amended in 2016 to legalize online gambling. Still, only those operating as or in partnership with existing licensed land-based venues were initially allowed to apply for an online gambling licence. This contravened EU laws of fair competition, so the legislation was amended in 2021 to allow online-only gambling licence applications, thus complying with EU laws.
