Cyprus is an interesting island country split into the Republic of Northern Cyprus, predominantly Turkish, and the Republic of Cyprus, mostly Greek. This mix of cultures is largely responsible for the country's somewhat strict rules regarding gambling. The legal situation regarding gambling in Cyprus can be summed up quite easily: offline gambling is largely legal, while online gambling is mostly illegal. However, as is the case in other jurisdictions, there are some exceptions.

Let's look at Cyprus gambling regulations as they apply to various gambling activities.

Casino Games

Like a few EU countries, Cyprus has legalized land-based casino gaming, but there are conditions. Operators can only apply for a licence if their casino is part of a resort, hotel or spa. Casinos cannot be standalone venues in their own right. Currently, there are around 40 casinos by this definition, most of which are in Northern Cyprus (Turkish). Only table and card games are permitted in such casinos, with up to 50 slot machines allowed in the country's various smaller slot halls.

Despite EU regulations which permit fair competition, online casino gaming is illegal in Cyprus. The only exception is OPAP, the Greek lottery company, which offers online lottery, sports betting and casino gaming. EU rules mean players cannot be punished for playing online casino slots, table games or live dealer games at licensed online casinos outside of Cyprus. However, the country's internet service providers still block some larger sites.

Poker

Offline poker is legal in Cyprus, but only within existing casinos, such as table games and poker machines. There are no poker halls in the country. Online poker is illegal in Cyprus, with ISPs actively banning online poker sites. Again, since players cannot be prosecuted for accessing and playing poker games at such sites, many Cypriots continue to enjoy poker games online.

Bingo

Physical bingo (known locally as Tombola or Tompola) is legal in Cyprus and can be found in the country's casinos or the 15 or so standalone bingo halls. The game is very popular in the country, particularly with the younger generation.

On the other hand, online bingo gambling is illegal in Cyprus, with ISPs blocking bingo sites to prevent residents from accessing them, despite this being a breach of EU laws. Players cannot be punished for playing bingo games online, and many continue to do so.

Lotteries

Both online and offline lotteries are legal in Cyprus. However, they are under the monopoly control of OPAP, the Greek lottery company. Players can buy lottery tickets from local retailers or play online lottery games for real money via OPAP's website, which also offers sports betting and casino gaming. No other operator is permitted to offer lottery games to Cyprus residents.

Cryptocurrencies are not yet recognized as an asset of value in Cyprus. Still, regardless of the country's stance on digital currency, online gambling is illegal anyway, and the same rules apply to offline and online crypto casinos. Other activities such as social gambling (e.g. at free online casinos), skins gambling and loot boxes are unregulated and not specifically mentioned in Cyprus gambling laws.

Unlike many other forms of gambling in Cyprus, offline and online sports betting is legal in the country and offered by OPAP and other licensed companies. However, there are a couple of exceptions. In addition, only fixed odds sports betting is permitted in the country, with betting machines and spread betting both illegal.

The legal gambling age in Cyprus is 18, although some venues require customers to be at least 21 to enter the premises.

Tax Regulation

Cyprus gambling tax regulation requires all operators to pay tax based on their services. There's a general gambling tax of 13%, with 3% consisting of a mandatory charitable donation that goes towards non-profit gambling organizations and preventing addiction. OPAP is charged a 20% tax on winnings exceeding €5,000, and licensed casino operators are subject to a 15% tax on gross gambling revenue.

Players are also charged tax on their winnings from gambling in the country, charged at the personal income tax rate and all other income every year.

Most forms of gambling were illegal in Cyprus right up until 2012, at which point the country's main Betting Law came into effect, making gambling at land-based casinos and online and offline sports betting legal (under licence).

However, all other forms of online gambling are still illegal in the country, except OPAP's products. This has sparked protests by the traditional Muslim community of Northern Cyprus and international gambling operators in recent years.
