A small developing Balkan country, Kosovo used to be one of many nations in the region with a more relaxed view of gambling. However, a distressing event in the country's only casino led to a blanket ban on all forms of gambling in 2019. Read on to find out more about Kosovo's gambling laws.

Between 2004 and 2019, gambling was legal in Kosovo under the Law on Games of Chance (04/L-080). However, after a string of murders in the country's only casino with alleged ties to the police and criminal organizations, the government implemented a blanket ban on almost all forms of gambling (except state-owned lottery) in 2019. Here's how the situation breaks down by each type of gambling activity.

Casino Games

Casino gaming is illegal in Kosovo and has been since 2019. The country previously had one land-based casino, Casino King, in the Kosovar capital, Pristina, when gambling was still legal between 2004 and 2019. Still, gambling occurred within 130 other venues, such as pubs with gambling machines and slot halls.

While gambling online on slots, table games, and live casino games is technically illegal in Kosovo, the government cannot prevent the country's residents from playing at foreign online casinos. However, they blocked a few of the larger operators' sites. Many operators don't accept players from Kosovo due to the country's status as a relatively poor developing nation.

Poker

Similarly, all forms of poker are classed as gambling in Kosovo and, therefore, deemed illegal. The activity was never very popular, with land-based games only taking place within the country's casino when it was still legal. As such, there were no standalone poker halls or clubs in Kosovo.

The situation is the same for online poker games, with the activity classed as illegal in Kosovo. Players can still gain access to online poker games by joining offshore poker sites without facing prosecution.

Bingo

Bingo is another form of gambling deemed illegal under Kosovo's gambling laws. When gambling was still legal, bingo was controlled by the country's monopoly lottery and sports betting company, Lotaria e Kosoves (Kosovo Lottery). However, the activity was outlawed in 2019, along with all other forms of gambling in 2019, except for the lottery (see next section).

Online bingo gambling is similarly illegal in Kosovo, but Kosovans can still access the activity via foreign bingo gambling sites without being punished by local law enforcement.

Lotteries

The only form of gambling entirely legal in Kosovo is the lottery, controlled and run by the Ministry of Finance-owned monopoly company, Lotaria e Kosoves. Gambling on lottery products via the country's retailers has been legal in Kosovo since 2008, with Kosovans able to buy lottery tickets and play keno games.

Online lottery gambling is also legal in the country and has been since 2012, but it is under monopoly control by Lotaria e Kosoves. Residents of the country can access the company's website to play online lottery games for real money and buy tickets for the country's lottery. It's also legal for Kosovans to gamble on the lotteries of other countries via lottery gambling websites.

Playing at social casinos - that is, online casinos that use only play money chips - isn't specifically mentioned in Kosovo's legislation and is currently unregulated. The situation is the same for the more modern forms of value gambling, such as lootboxes and skins gambling.

Regarding crypto casinos, the laws in Kosovo haven't been updated to include cryptocurrencies, meaning they are not legal tender in the country. As such, no business is permitted to accept the coins, but this is beside the main point: all forms of gambling (except lottery) are illegal. As a result, there are no crypto casinos in Kosovo. However, country residents can still access offshore crypto casinos for cryptocurrency gambling.

Sports betting is another gambling activity that is strictly illegal in Kosovo and has been since the ban was implemented in 2019. Previously, when gambling was still legal in the country, sports betting came under the monopoly of Kosovo's lottery operator, Lotaria e Kosoves, with bettors able to walk into a retailer and bet on their favourite sports. However, match-fixing reports were common, with the gambling ban effectively stamping it out, at least on the surface.

Online sports betting was also deemed an illegal gambling activity in 2019. However, Kosovans can still get their sports betting action at one of the many foreign online bookies without facing criminal prosecution. Fantasy sports betting is not currently mentioned in legislation.

Before the country's gambling ban, the legal gambling age in Kosovo was 18. Since the 2019 ban on most gambling activities, the only legal gambling activity in the country is lottery gaming via the state, with those aged 18 or over allowed to play offline or online.

Tax Regulation

Since gambling was made illegal in 2019, Kosovo's gambling tax regulation no longer exists. This also means players enjoying lottery games within the country's borders or gambling activities via foreign sites don't have to pay tax on their winnings.

This leaves the future of gambling in the country uncertain, especially since the ban was implemented for a decade.
